DG/IS provides the information and communication systems that allow the ECB to execute and support the tasks of the Eurosystem and European System of Central Banks (ESCB). In addition, DG/IS has established an IT governance framework (e.g. architecture, security and service management) to facilitate the provision of IT services.
The aim of the traineeship is to give successful candidates the opportunity to gain in-depth experience in the field of IT infrastructure and operations, business applications, IT governance, architecture or IT security while working in a multinational and multicultural environment. It will provide experience of conceptual, methodological and practical work on IT systems. Trainees can expect to gain a deep insight into the service life cycle in an European institution, the business activities which the IT applications support, as well as exposure to various IT-related challenges in an ISO 20000, ISO 27000 and ISO 9000 certified environment.
Trainees will be allocated a mentor and assigned to a team in one of the following six divisions within DG/IS:
- Analytical Domain Application (ADA) Division, which is responsible for managing and supporting applications for the business areas responsible for statistics and for banking supervision functions. Trainees will be involved in providing data-centric systems to end users and will work on business analysis or testing-related tasks.
- Executional Domain Application (EDA) Division, which is responsible for managing and supporting applications for business areas in charge of market operations and banknotes. Staff members in this division are involved in project and business analysis tasks. The trainee will test new functionalities, adapt and enhance custom-made test tools, assist in requirements management and process analysis and/or work with a system integrator on (re)organising and writing technical documentation.
- Enterprise Systems (ENS) Division, which is responsible for managing and supporting applications mainly for internal enterprise-wide services. Staff in this division are involved in project and business analysis tasks for enterprise resource planning, document and content management, and data management and analytics.
- Security and Architecture (SEA) Division, which is responsible for providing security and architecture services in support of the development and operation of ECB IT services. Trainees will work with staff in one of four teams, which are respectively responsible for: security governance (security risk management and awareness), enterprise and IT architecture, security engineering (development and maintenance of security technologies), and security operations.
- Infrastructure and Operations (INO) Division, which is responsible for managing, supporting and operating the IT Infrastructure and all IT services developed mainly by the divisions described above. In addition, the INO division also has a project team, the Infrastructure Development Section (IND), that manages all infrastructure-related projects. Staff members in the INO Division are therefore involved in the daily operation of IT services, infrastructure project work, and supporting the project activities of the other divisions as described above. Traineeships involve activities related to availability, capacity and operational problem management, and/or managing, maintaining and improving the DG/IS IT service management, monitoring and reporting systems. The traineeship In the IND team will involve active participation throughout the life cycle of infrastructure projects including solutions evaluation against requirements and scope, installation, testing and final acceptance.
- Governance and Business Relations (GBR) Division, which is responsible for further developing the IT governance and business relationship aspects of DG/IS. This includes: implementing operational IT change, release and test management processes; preparing the IT work programme and monitoring its implementation; managing the IT budget; monitoring all IT activities included in the IT service catalogue; managing the IT balance scorecard; operating a management system covering service management, security and development processes.
Qualifications and experience:
Applicants should possess the following:
- a bachelor’s degree in an IT-related (e.g. information technology, or scientific (e.g. physics) or quantitative (e.g. statistics) field;
Applicants should have knowledge in one or more of the following areas:
- relational databases and SQL;
- operating systems (Sun-Solaris/Unix/Linux and/or Microsoft Windows);
- Windows and Linux-based scripting languages;
- knowledge of applications from one or more of the following fields: business intelligence, data warehousing, big data, statistical applications, enterprise resource planning applications (e.g. SAP) or information management systems, mobile apps, identity and access management; enterprise monitoring tools; econometric/statistical packages such as MATLAB, Stata, R, Python, EViews
- software architecture and modern software security principles;
- business and/or process analysis and testing methodologies;
- modelling tools, techniques and methodologies (e.g. ARIS, UML, Archimate, TOGAF);
- information security risk management methods;
- information security technologies and operations;
- project and service management methodology (e.g. Prince, PMI, ITIL).
- an advanced command of English, with proven drafting ability;
- an intermediate command of at least one other official language of the EU;
- a working knowledge of MS Office, in particular Word, Excel and PowerPoint.
The successful candidate will have the following behavioural competencies:

Traineeship contract with a duration of between a minimum of six and a maximum of twelve months that provides for a monthly allowance.

The selection committee may place suitable candidates on a reserve list, from which candidates may be appointed to similar positions in the same or another business area. It may also be decided to fill the position(s) advertised in this vacancy notice with a suitable candidate or candidates from the reserve list resulting from a recruitment procedure for a similar position.
